Correspondence is allowed. That does not mean it is allowed for you.
License holders renewing and applicants sitting for an exam are not the same buyer, and the delivery rules are not necessarily the same either.
The general rule
Texas permits approved continuing professional education by correspondence. That includes correspondence completed online and a printed workbook, from an approved provider, for the specific approved course. For a licensee renewing, this is settled and ordinary.
The exception worth a phone call
If you are applying to sit for a licensing exam, the standard you are held to can differ from the standard for a renewal. Classroom hours may be what your situation calls for.
We are not going to give you a confident answer about your specific application on a web page, because your application is yours and the board decides it. What we will do is tell you to ask before you spend the money, and we will tell you that even when the honest answer costs us the sale.
How to settle it in five minutes
- Ask the board directly about your own application.
- Ask any provider, in writing, whether the course you are looking at satisfies what your application requires.
- Get it in writing before you pay, not after.
Anybody who tells you not to worry about it has told you something about themselves.

Told straight, once
Status: the Texas Plumber CE provider and course applications are with the Texas State Board of Plumbing Examiners. Nothing is for sale until the board issues approval.
One email when a Texas plumbing rule actually moves. One when registration opens. Nothing else.
